Congress' job is also to oversee the executive branch

They've been shirking that job in the name of party unity and a fear of what will happen with the base when they have to run for reelection. Free them from that (McCain, Corker, Dent, etc) and you suddenly start to get their real opinions. The agenda is secondary at this point to reigning in a dangerously unhinged president with the power to start a war.

The last election was never about policy for me. It was about the fact that Trump simply can't do the job. He's mentally incapable and every congressman knows it. They just don't have a way to address it.
